This panel will explore how the agency is expected to impact regional efforts—what changes local leaders and service providers can anticipate\, how stakeholders can engage\, and what the plan looks like in the near term. \n\n\n\nHear directly from representatives involved in shaping the legislation\, who will offer insight into the agency’s goals\, realistic expectations\, and its role as a collaborative—not standalone—solution. The conversation will also highlight the agency’s role in cross-department collaboration\, including work with HCD\, TCAC\, and implementation of AB 2006 to streamline housing and funding processes. With leadership hires underway and interagency coordination in motion\, this session offers a critical look at how this structural change could influence outcomes across California communities. \n\n\n\nPanelists\n\n\n\n\nMarina Wiant\, Executive Director\, California Tax Credit Allocation Committee\n\n\n\nSasha Kergan\, Deputy Secretary of Housing and Consumer Relations\, State of California Business\, Consumer Services\, and Housing Agency\n\n\n\nTony Sertich\, Executive Director\, California Housing Finance Agency\n\n\n\n\nModerator\n\n\n\n\nAnya Lawler\, Managing Director\, Public Interest Advocates\n\n\n\n\n\n\n\n\nPanel 2: Addressing Homelessness in a Time of Change\n\n\n\n11:00 a.m. – 12:15 p.m. \n\n\n\nLocal efforts to provide affordable housing with robust on-site services are evolving. This dynamic is responding to changing circumstances locally\, at the state level\, and federally. Be part of an interactive discussion to share how current funders\, service providers and affordable housing developers are responding\, and how people with lived experience must be part of this effort. Hear how our health care systems contribute to solutions\, how local housing provider are responding\, and how Sacramento Steps Forward is administering helpful resources. \n\n\n\nThe panel will share information about their current programs and strategies as well as their perspectives going forward. \n\n\n\nPanelists\n\n\n\n\nAmber Kemp\, Vice President\, Medi-Cal Strategy\, Execution\, and Engagement\, Health Net\n\n\n\nErica Plumb\, Regional Director of Supportive Services\, Mercy Housing California\n\n\n\nJoe Smith\, Sacramento Continuum of Care Board\n\n\n\nLisa Bates\, CEO\, Sacramento Steps Forward\n\n\n\n\nModerator\n\n\n\n\nWilliam Pavao\, SHA Affordable Housing Development Advisory Committee Chair\n\n\n\n\n\n\n\n\nPanel 3: Advancing our Equity Agenda in Troubling Times\n\n\n\n1:15 p.m. – 2:30 p.m. \n\n\n\nBuilding power and community through anti-displacement and community benefit agreements\, can help us effectively navigate through federal attacks on equity. This panel will share both the successes and challenges the Sacramento Investment Without Displacement coalition faced when fighting for a community benefits agreement with the City of Sacramento and the University of California Davis. \n\n\n\nThis work resulted in $50 million for affordable housing development and $10 million for anti-displacement programs\, among other things. It will also focus on efforts to get the City ofSacramento to adopt a city-wide Community Benefits Ordinance. Information about CBA work in other communities and the components of effective CBAs will also be shared. \n\n\n\nPanelists\n\n\n\n\nKim Williams\, Director\, Sacramento Investment without Displacement\n\n\n\nTamika L’Ecluse\, Director\, Sacramento Community Land Trust\n\n\n\nTiffany Wilson\, Research and Evaluation Consultant\n\n\n\n\nModerator\n\n\n\n\nCathy Creswell\, President Emeritus\, Sacramento Housing Alliance\n\n\n\n\n\n\n\n\nPanel 4: One Region\, Shared Goals: Elected Officials on Housing and Homelessness\n\n\n\n2:45 p.m. – 4:00 p.m. \n\n\n\nJoin mayors and county supervisors from across Sacramento County for a timely conversation on regional collaboration to address housing and homelessness. While homelessness response is often driven by county-level and service provider efforts\, cities play a critical role in affordable housing production\, from planning and zoning for new housing to setting development fees and enacting local incentives and ordinances. \n\n\n\nThis panel will explore how jurisdictions are working to address shared goals to increaseaffordable housing production\, to seek new local\, regional\, and state funding resources forhousing and homelessness\, and to increase cross-jurisdictional partnerships and coordination in service of Sacramento County’s residents. \n\n\n\nPanelists\n\n\n\n\nBobbie Singh-Allen\, Mayor\, City of Elk Grove\n\n\n\nJayna Karpinski-Costa\, Mayor\, City of Cirtus Heights\n\n\n\nLinda Budge\, Councilmember\, City of Rancho Cordova\n\n\n\nSarah Aquino\, Mayor\, City of Folsom\n\n\n\nPatrick Kennedy\, Sacramento County Supervisor\, District Two\n\n\n\n\nModerator\n\n\n\n\nGabriela Herrera\, Board Member\, Sacramento Housing Alliance\n\n\n\n\n\n\n\n\nThank you to our Event Sponsors\n\n\n\nCommunity Champion Sponsor\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nResidential Benefactor Sponsor\n\n\n\n\nBrown Construction\, Inc.\n\n\n\nCapitol Area Development Authority (CADA)\n\n\n\nCommunity HousingWorks\n\n\n\nFocus Strategies \n\n\n\nJamboree Housing Corporation\n\n\n\nMercy Housing\n\n\n\nMogavero Architects\n\n\n\nSacramento Area Council of Governments (SACOG)\n\n\n\n\n\n\nGrassroots Sponsor\n\n\n\n\nBrown Stevens Elmore & Sparre\n\n\n\nCalifornia Housing Finance Agency\n\n\n\nCalifornia Housing Partnership \n\n\n\nEnterprise Community Partners\n\n\n\nFirst Citizens Bank\n\n\n\nFoliot Furniture\n\n\n\nHope Cooperative\n\n\n\nMutual Housing California\n\n\n\nSacramento County Supervisor Patrick Kennedy\n\n\n\nSacramento Central Labor Council\n\n\n\nSierra Health Foundation\n\n\n\nSMUD\n\n\n\nTri Counties Bank\n\n\n\n\n\n\nAffordable Housing Advocate Sponsor\n\n\n\n\nBAR Architects & Interiors\n\n\n\nCentury Housing Corporation\n\n\n\nCreekside Commercial Builders\, Inc.\n\n\n\nRachel Iskow\n\n\n\nSacramento City Councilmember Caity Maple\n\n\n\nSacramento City Councilmember Roger Dickinson\n\n\n\nSacramento Mayor Pro Tem Eric Guerra\n\n\n\n\n\n\nPhoto Gallery\n\n\n\nPhotos from our 11th Annual Sacramento Regional Affordable Housing Summit
